Minute of Meeting on Tuesday 20 June 2017

Minutes of AGM and Previous Monthly Meeting of 16 May 2017

The minutes of both meetings of 16 May having been circulated were passed as a true record of events.

Matters Arising from Actions 16 May 2017

Morebattle Street Trees

SBC Cllr Mountford reported that SBC had confirmed that all the trees require attention but none are owned by SBC. All are on private land. SBC has suggested remedial work to the three copper beeches. If contact details for the owners are available it was agreed that KCC would pass on the information.

Kelso Laddie/Jethart Callant visit 18 June 2017

Chair thanked everyone for their efforts.

A school competition could be organised for a poster for 2018 event.

Cllr Mabon suggested the event be added to the March 2018 agenda.

Cllr Mabon noted a lack of volunteers. Also problems caused by a drone above the stage on the day. There was also a need for traffic cones. New portable steps may be required.

Cllr McEwan noted that Teapot Street wasn’t cleaned.

Cllr Murray reported ongoing activity to find new councillors. Cllr Hall was also busy.

Chair noted that she had received the agenda for the Cheviot Area Forum meeting.

Treasurer’s Report 2016/17

Treasurer tabled accounts.

Cllr Mabon queried costs of Xmas lights and children’s party. Treasurer and Cllr Mabon to meet to discuss the issues.

Chair asked for a breakdown of the accounts for the next community council meeting.

Updating KCC cheque signatories

Cllr Bell to replace former Cllr McNulty as a KCC cheque signatory.

Proposed: Cllr Murray, Seconded: Cllr Mabon.

Woodland Creation Proposals at Over Whitton Farm, consultation deadline 6 July 2017

Chair summarised the community council response as “Generally happy but reserving a final judgement.”

Area Forum ideas discussion

SBC Cllr Mountford clarified that from autumn 2017 SBC would make approx. £500k available for participatory budgeting with approx. £35k available for the Kelso ward. A mechanism for public voting has yet to be determined.

Cllr Murray had spoken to Morebattle PS headteacher re. forthcoming improvements to outdoor facilities. Their deadline comes before the Council’s plans. There was agreement to support the school’s plans with a £250 donation from the community council but with no payment until September.

St. Aidan's redevelopment

An update on the development of the former church was tabled. No plans for accommodation. A planning application may follow. Chair to contact SBC Regulatory Services to give a positive comment.

KCC Communications

Cllr Murray now has a key for the village noticeboard.

Secretary to email approved minutes to Cllr Murray.

Cllr McEwan suggested a closed Facebook group in order to share files.

Chair to contact SBC officer Clare Malster to update KCC contact details.

Chair noted the lack of a hearing induction loop in the present venue and suggested either moving the monthly meetings to a suitable venue or helping the Institute apply for a grant to cover the cost of installation.

It was noted that the Institute committee are pre-occupied with re-roofing issues and may not wish to take on additional commitments.

Chair to investigate a portable induction loop.
