Minutes of Previous Meeting of 19 January 2016

The minutes of the previous meeting of 17 November having been circulated were passed as a true record of events.

Morebattle Development Site

In the absence of SBC Cllr Nicol – SBC Cllr Mountford noted that SBC would still upkeep the core path. Trees ongoing.

Secretary to apply for Quality of Life Grant – SBC Cllr Mountford suggested that this be done soon.

Caverton Mill

SBC Cllr Mountford reported that Alistair Finnie & Ronnie Pattenden had met with Cllr Thomson – nothing can be done about main road flooding.  Old Caverton road – a work order to be supplied to repair road.

Potholes

Cllr Mabon reported potholes at Whitton road & Main Street, Morebattle. Email to Ronnie Pattenden – there had been some repair done at top of Main Street, Morebattle but nothing else.

Dumped Tyres

SBC unable to progress as tyres are on private land.

Morebattle Street Names

Cllr Bell gave an account of how street names came to be named.  Cllr Mabon reported that the sign at top of village named Toongate leading to Heughhead/Old School Gardens is correct and numerous publications along with the members of the public attending the meeting backed this up. A ‘No Through Road’ sign to be moved nearer the Toongate. Cllr Mabon also queried the sign that had been already ordered i.e Main Street/Old Toongate should only be Main Street. Cllr Bell to liaise with Graham Irvine.

Changes to SBC Planning Consultations

SBC would like to stop sending out paper plans and send electronically instead – discussion ensued and all agreed current format is preferred.

Cheviot Area Forum 3rd February 2016

Chair & SBC Cllr Mountford attended this meeting – Chair reported that these meetings are interesting with different speakers attending and if anyone wishes to attend any of the meetings could let him know.

Planning Application 16/00109/FULL Erection of dwelling house with attached garage, plot 2, land SW of Morebattle Mains farm cottages – no objections

Annual Insurance Questionnaire

Chair to contact Secretary re existing policy.

Community Pub

Chair had been notified by current owners of the Templehall Hotel whether it would be possible to have a community pub as owing to ill health of one of the owners it was impossible to carry on running the pub as normal.  Everyone agreed this is something that would be a possibility and a Public Meeting would have to take place. SBC Cllr Mountford suggested to get in touch with the Economic Development section at SBC.

Community Council Meetings notices

Member of the public asked if it was possible for a notice to be displayed in Village Shop to let members of the public know when Community Council Meetings are and agenda could be displayed prior to meeting. Cllr Pederson suggested this could go in CC notice board once it is fixed.

Morebattle Primary School Play Sheds/Shelter

Cllr Hall reported that she had received email from Morebattle School reporting that the Play Sheds/Shelter was now unsafe and would need to be removed. School will keep Community Council informed.

Graveyard Path

Cllr Bell asked if it would it be possible for gravel path to be extended along to graves at far end of graveyard.
