Minutes of Previous Meeting

The minutes of the previous meeting of 20 November having been circulated were then passed as a true record of events.

Matters Arising from 20 November Actions

Completed.

SBC Carbon Reduction Officer Andrew Haddon has left the post since attending the November community council meeting.

Resilient Community Plan

Chair noted that he was not available to act as a Coordinator.

Cllr Pedersen agreed to cover Morebattle, Cllr Aitchison to cover Hownam and Cllr Scott to cover Blakelaw and surrounding area.

Cllr McEwan would approach a Linton resident to cover their area.

Chair to contact SBC Officer Linda Cornwall to progress plan.

It was noted that questionnaires would need to be distributed to every household in the community council area.

Electoral Number: 8H 330.

Proposed: Eric McNulty, Seconded: Paul Grime

The Chair welcomed Dot to the community council. Secretary presented Dot with a community council constitution and a copy of the code of conduct.

Planning Matters

The community council agreed to object to the application on the grounds that it was not in harmony with, and was out of alignment with the neighbouring property.

12/01532/FUL Erection of detached garage, Kirkgate, Haughhead, Morebattle KELSO TD5 8QN

Cllr McEwan reported that the old website had now been taken down and that the new Morebattle site was awaiting content before going live.

The community council area would include agendas and minutes of meetings, a contact form and names of current community councillors. Secretary to send docs to Cllr McEwan.

The Secretary summarised some of the items going into the new circulation folder as listed on the agenda.

SBC Cllr Mountford noted that SBC were making funds available to augment Scottish Govt. funding for ‘next-generation’ broadband. The South of Scotland contract has not yet been awarded

Morebattle community councillors recorded their thanks to Dick Warren for the digital image display in the village shop.

SBC Cllr Mountford noted that the Planning Committee had recently approved the planning template for Renwick Gardens. He had raised concerns about access to Mainsfield Avenue and the risks posed by extra traffic but they had not been taken up. In practice the road may include bends to reduce its use as a short cut.

Cllr Hall would circulate an email update on the Margaret Kerr Unit at BGH..

Chair reported that the Jubilee Bridge required more paint and that SBC Cllr Nicol had kindly offered to purchase the remaining paint for the Community Offenders team. Noted that the plaques have yet to be removed. Rubbish that was hanging on the bridge has been removed. All work was due to be completed in the new year

Cllr Cessford reminded the meeting that SBC would discuss the issue of Morebattle playing field in April. Secretary to forward details of ‘Legacy 2014’ funding package.
