Minutes of Previous Meeting of 17 May 2016

The minutes of the previous meeting of 17 May having been circulated were passed as a true record of events.

Cllr Bell reported that signage has been installed apart from cul-de-sac site where the sign has been carefully positioned nearby.

Community Pub

Chair reported that Morebattle public meeting on 13 June had gone well with just over 100 people attending in a positive atmosphere. The Kalewater Community Company will now deal with all related issues.

Once the Company is registered, ideas will be collated and taken to the Scottish Govt. Community-Right-to-Buy team for advice on progressing the proposal. A good plan and the support of the local community will be critical to a successful outcome.

Visits to existing successful CRtB projects are being arranged.

Road Closure - C41 Heavyside Bridge, Hownam

Cllr Hall reported that she had had no success complaining to SBC re. reducing the length of the closure.

SBC Cllr Mountford explained that the bridge required 16 weeks’ closure for a complete takedown and rebuild by stone masons who would strengthen the bridge and improve drainage.

Cheviot Area Rural Transport Challenge, 7 June

Chair attended (also SBC Cllr Mountford). Due to company FirstBus dropping SBC contracts the budget is now £200 000 short. Meeting was dominated by Jedburgh-related issues. A consultation is due.

Cllr Bell reported that stone chips and pots have recently been added.

Kelso Laddie’s visit, 19 June 2016

Chair noted that the day had gone well.

Cllr Mabon thanked all the helpers and those who provided food.

More traffic cones were required to better manage parking.

Next year is the 70th anniversary of the joint meet. Ideas required.

Community Councillor Pat Mileham

Cllr Mileham announced that she would soon be moving away from the area and that this would be her last meeting. Chair thanked Pat on behalf of the community council for all her efforts and wished her well.

Agreement to abide by Scottish Borders Council Code of Conduct for Community Councils

The Secretary noted that the community council needed to approve the AGM minutes from 17 May in order that the annual ‘Agreement to abide by Scottish Borders Council Code of Conduct for Community Councils’ could be recorded and passed to SBC in order to release the community council grant.

AGM minutes were proposed by Cllr Bell and seconded by Cllr Mileham.

Secretary would pass details to SBC.

Path Request

Secretary reported that a member of the local community had recently asked him to raise the issue of pedestrian safety on the section of public road between the village and the bridge over the Kale near Morebattle Tofts. The road is in a cutting and there is little verge to walk on. Contacting the SBC Access Ranger team would be a useful first step. Cllr Bell suggested a path around the village. Secretary to forward email addresses to Cllr Hall.

Queen Elizabeth 90th Birthday Celebrations

Cllr Mabon reported that the celebrations had been a big success with a large cake, live band and costume prizes. Trees will be planted in due course.
