Minutes of Previous Meeting

The minutes of the previous meeting of 20 March having been circulated were passed as a true record of events.

Kalewater Community Council population is approx. 3 times greater than that of Oxnam Community Council area. SBC Cllr Nicol suggested inviting Community Energy Scotland Borders rep. Andy Maybury to a future meeting to advise on community involvement in renewables projects

SBC Carbon Reduction Officer for Communities and Schools, Fiona Munro

Fiona gave a short presentation on the two-year project to help schools reduce their energy consumption.

Melrose Community Council have already set up an agreement with Melrose Primary School, Melrose in Bloom and A Greener Melrose. Also activity in Duns and Cockburnspath.

Could Kalewater Community Council enter into a partnership agreement with Morebattle PS eco-committee (Chair, Susan White) and Parent Teacher Council to encourage mutual understanding and community-building? Possible outcomes could be a joint environmental action plan or a ‘Green Day’ with themes such as; recycling, energy, surveys, transport.

Cllr Cessford would represent the community council and attend joint meetings with Cllr Dixon as a co-rep.

Vattenfall Whitton Wind Farm update inc. Memorandum of Understanding

The MoU had been revised although it was noted that the title still referred to Oxnam. Chair to contact Vattenfall rep.

SBC Cllr Nicol noted that there was no news to report on the progress of the planning application.

Morebattle Interpretative Board update

Board now at printers and likely to be installed before summer by Cllr Grime.

Queen’s Diamond Jubilee

Cllrs Cessford and Lister have put our posters but had not had many offers of voluntary help.

Street party being progressed perhaps with a 1950s theme (food, music, etc). Mr Playfair-Hannay may host a beacon to be lit on the Saturday.

Some funds available in KCC bank account.

Arrangements for Community Council elections

AGM will be held on Tuesday 15 May. Amend elections advert and nomination form and send to Chair.

Send list of KCC councillors, term and vacancies to all.

  • Member of public attending raised issue of access for vehicles at Heughhead, especially fire tenders. Advice from meeting was to contact Fire Officer who could check access and take action with Police and Council if required.
  • SBC Cllr Nicol noted that there were some landscaping improvements at the long-standing development site at the entrance to Morebattle.
  • Agreement to hold 17 July KCC meeting at Hownam Village Hall courtesy of Cllrs Dixon and Aitchison.
