Minutes of Previous Meeting

The minutes of the previous meeting of 20 December having been circulated were passed as a true record of events.

Matters Arising from 20 December Actions

Actions had been completed.

Awaiting more detailed information from SBC Access Officer Neil Mackay re. vehicle damage to public road sections of Dere Street. SBC Cllr Nicol noted that a public enquiry on the matter a few years ago had rejected giving the Council the power to de-adopt roads. Approach Roxburghe Estates factor Roddy Jackson. Secretary to draft a letter.

Secretary had been in touch with SBC re. vennel lighting next to the institute. SBC and Scottish Power were aware of the issue and SP would need to undertake significant works to fix it. The light had been discovered to have no earth connection and was a potentially lethal hazard. It may be some time before the problem is fixed.

Vattenfall Whitton Wind Farm update

A public meeting to explain the current status of the planning application, Vattenfall’s proposed Memorandum of Understanding and the proposed Community Action Plan would take place in the village hall at the next community council meeting on 21 February was agreed.

Colin Roxburgh of STAR consultants was available to attend to explain the CAP process.

Cllr McEwan would draft a flyer for distribution by community councillors.

Richard Pedersen was duly co-opted on to the community council and provided with the constitution, code of conduct for Scottish Borders community councillors and a map of the Kalewater CC boundary.

Morebattle Interpretative Board update

Cllr Hall noted that everyone was happy with the text after much to-ing and fro-ing and that inclusion of references to the ancient loch had been agreed after much debate. Images were currently being developed.

The St Cuthbert's Way interpretative board had not progressed recently.

The Queen’s Diamond Jubilee 2012

The Treasurer would contact SBC Officer Linda Cornwall re. funding for Jubilee activities.

Scottish Borders White Ribbon Campaign 2011

Cllr Hall to obtain materials from the anti-violence against women campaign organisers.

SBC Cllr Nicol noted statistics that only after an average of 33 incidents did victims contact Police.

Correspondence

Secretary read through recent correspondence which was placed in a new circulation folder.

  • Cllr Pedersen noted that Police had operated a speed-check in Morebattle last week.
  • SBC Cllr Nicol asked whether there should be a 4 June Jubilee beacon lit on Grubbit Law.
  • Over the Jubilee weekend the Kelso St James Fair would be held on 2 June rather than in early September and that 3 June was ‘The Big Lunch’ event, promoting neighbourliness.
  • Noted that Morebattle resident Agnes Scott had recently retired from cleaning duties at the Main Street public conveniences. Community council to express its thanks for her essential work over the years. Cllr Hall suggested a gift.
  • Noted that the BT phone box in Morebattle was faulty and not accepting phone cards.
  • Noted that the speed warning sign near Morebattle Primary School was faulty. Contact SBC Roads officer Ronnie Pattenden.
  • SBC Cllr noted that planned improvements in Kelso town centre were progressing.
