Insurance

Cllr Murray reported that SBC takes the view that community council insurance cover includes Resilience group activities. Information to this end should be included in the 2019 insurance submission.

Cllr Murray has sent details to SBC Cllr Mountford. No progress yet from BT OpenReach.

Chair noted that she had visited local estate agent and the situation now seemed to be resolved..

Scottish Borders Local Biodiversity Action Plan

Secretary asked Cllr Edgar if he had any evidence to support his statement that submissions to the recent LBAP consultation would be ignored. Cllr Edgar responded that it was his opinion.

Remembering Kelso Laddie Ian Whellans

It was agreed to organise a coffee morning to raise funds for Riding for the Disabled. Chair to progress.

Also suggested was a plaque at the Trysting Tree and a minute’s silence at the June ride-out.

Walter Leitch Fund update

Chair reported that all the 2018/2019 funds have been apportioned  and that the reserves were being used. Awaiting response from trustees for guidance on use of reserves. Funds are still available from the Henderson fund.

One instance of an applicant using the wrong application form.

Morebattle PS Head teacher has sent a thank you letter to the community council for its assistance in the successful application for funding for the school’s outdoor classroom.

Proposal for a Morebattle Festival

Cllr Hall summarised the document tabled by the two proposers, who have offered to raise the funds required to run such an event.

The community council could organise a public meeting with the two proposers present to discuss their proposal.

Morebattle PS visiting music teacher and Morebattle church choir leader to be contacted.

Forward proposal to SBC Cllr Mountford.

Several individuals were suggested for the 2019 award and a decision was agreed.

Scottish Borders Local Development Plan 2, Main Issues Report

SBC Cllr Mountford noted that this was the first stage of the new Scottish Borders Development Plan. A link to the MIR was included in the meeting agenda.

Chair suggested that the lack of sufficient waste water treatment in Morebattle was constraining housing developments (contact Scottish Water).

Finding a location for recycling facilities was also an issue.

Presentation from Police Scotland Kelso Beat Officer, Suzanne Howgego

Chair welcomed Suzanne to the meeting.

Suzanne noted that on 27 December there had been 4 separate reports of poachers in the Kelso area, possibly involving deer or hares.

In Jedburgh during early January there had been break-ins to 12 trades vans.

In Hawick both vans and ATVs were stolen.

On 14 January in the Peebles area a number of properties were broken into.

Everyone should report any suspicious activity in daylight hours as all these illegal activities require the individuals to reconnoitre their targets. General security and vigilance are required by everyone in the community.

Some Anti-Social Behaviour had been reported in Morebattle and a housing provider was involved.

Two officers had attended an event in the Templehall Hotel to offer support and advice.

Correspondence

·   Update – Scottish Borders Localities Bid Fund 2
SBC Cllr Mountford noted that Round 2 had been suspended due to a lack of applications. Some constraints have now been relaxed.
Chair suggested that an application could be made in support of replacement defibrillators, augmented by an application to the Morebattle/Yetholm Windfall Fund.

Whitton Road Speed Limit

Cllr Murray noted that there was an old sign by the Whitton road advising ‘Children Playing’ which had collapsed. SBC Cllr Mountford thought that it wasn’t a council road sign. Cllr Murray to send an image.

As there were now 23 houses outside the 30mph speed limit sign on this stretch of road, Cllr Edgar suggested requesting that the speed limit be moved. Secretary to contact SBC Officer John Henderson.
