Minute of Meeting on Tuesday 18 June 2013

Minutes of Previous Meeting

The minutes of the previous meeting of 21 May having been circulated were then passed as a true record of events after a typo had been rectified.

SBC Cllr Mountford noted that Teapot St. sign was on the agenda of the next Cheviot Area Forum.

Cllr Cessford reported that most items were in hand for 23 June visit. Guest speaker is Archie Hunter. Cllrs McNulty and Pedersen to collect platform steps. A new master of ceremonies would be required for 2014.

SBC Cllr Mountford noted that SBC would take a de minimus approach to a plaque for the former Subscription Library

Cllr Cessford noted that new street signs, apart from Teapot St. were now in place.

Progress on the play equipment for Morebattle should progress during the first week of July.

Cllr Mountford reported that SBC would provide a salt bin at Gateshaw but not in Morebattle Main St.

St. Cuthbert's Coffee Stop proposal

Cllr Pedersen explained his plans for a Community Interest Company to operate a café in the former church under renovation in Morebattle. Expected opening would be July 2014.

Resilient Community Plan

Cllr Pedersen reported 25 responses from Morebattle area and Cllr Aitchison reported 2 from Hownam. There were no responses from Linton. Cllr Pedersen to report details to SBC Officer Jim Fraser.

Scottish Rural Development Programme (SRDP) 2014-2020 Stage 1 Consultation, deadline 30 June 2013

Agreed that to adequately respond to the consultation required extensive background knowledge of existing EU funding mechanisms. Chair to complain to Scot Govt department regarding the overly complex nature of the consultation.

Noted that although the first wintry weather seemed to take SBC slightly unprepared, the rest of the winter weather was dealt with very efficiently. Priority route B6352 had very good service.

Salt bin was required at Beirhope.
Communications were very good especially via social media.

Cllr Hall asked SBC Cllr Nicol for an update on the Morebattle development site issues. Improvements expected after 30 June

Cllr Hall noted that her roadside plants had been killed by herbicide.

Cllr Cessford noted that the school speed warning roadsign was switched on all the time. Cllr Hall to speak to the school headteacher.

Cllr Grime noted that he would be hosting a studio exhibition of various artists at Morebattle Steading 23-30 June.

Cllr Dixon noted that the roadside at Hownam heights was collapsing. Contact SBC Officers Alastair Finnie or Ronnie Pattenden to arrange a site visit.

Morebattle PS had asked if the hedge by the school could be cut in the autumn. Cllr McEwan to contact SBC Officer Stuart Mawson.

SBC Cllr Nicol noted that it shouldn’t be difficult to get a grant toward the £800 cost of a defibrillator for Morebattle, situated by the village shop. A coffee morning in February 2014 was suggested.
