SBC Managed Trusts

The agenda was amended to allow SBC Officer Kirsty Robb, to update the community council on the Walter Leitch Bequest.

With 177 unregistered and 76 registered trusts, SBC is looking to reorganise the trusts in order that funds can be used for the benefit of everyone.

There was unanimous support for a call for the community council to disburse funds for two Trusts, Walter Leitch Bequest and James Henderson Memorial Trust. Proposed: Councillor Murray, Seconded: Councillor Hall.

There was now communication between SBC and the Australia-based Walter Leitch Bequest trustees.

SBC would advise KCC on proper governance inc. setting-up of two bank accounts and two constituted sub-groups.

Community councillor Lang noted that the Morebattle Institute receives funds from the JHMT.

SBC to contact WLB trustees re. a proposal to make funds available to Morebattle PS in pursuit of its current plans for an outdoor classroom. Noted that the plans will likely proceed before SBC receives a reply.

Morebattle Street Trees

Chair had spoken to one of the tree owners. Noted that neither KCC nor SBC can subsidise private owners. Other options to be investigated.

Treasurer’s Report

Treasurer presented amended accounts for forwarding to SBC Officer Clare Malster in order to release 17/18 funds for the community council.

Treasurer noted that two of the community council’s bank account signatories are deceased and would be removed from the account. Chair to get a copy of KCC approved minutes to the bank.

Approval for £58.29 to go to the Morebattle Xmas Party Fund, proposed: Councillor Mabon, Seconded: Councillor Murray.

Morebattle Primary School Parent Council request

Progress on this issue from KCC is now contingent on progress with the Walter Leitch Bequest (item 2).

17/00861/LBC Hauliers Garage, Main Street, Morebattle TD5 8QQ Internal and external alterations

17/00862/FUL Change of use from haulage yard and alterations to form cafe/office with associated facilities and erection of all ability access ramp

Secretary noted that both applications had been approved by SBC although KCC’s comments in support had been late to arrive with the planning authority. Secretary apologised for late communications.

Dogs on school grounds

Cllr Murray noted that all grass/tarmac within the school grounds is part of the school estate. He will contact the Headteacher over the issue (scale of problem, impacts, outdoor classroom).

Salt Bins

SBC Cllr Mountford reported that SBC would install 2 salt bins between Cessford and Otterburn.

Locality-based Funding Opportunities

SBC Cllr Mountford noted that a new £0.5M funding pot for Scottish Borders communities will accept bids for funding from local people or groups between 15 October and 1 December.

There are 5 Locality Committees: Berwickshire, Cheviot, Eildon, Teviot and Liddesdale, and Tweeddale.

The applications will be reviewed by a panel of councillors and SBC officers before going to a public vote in early 2018.

The fund total is split between Locality Committees on the basis of the population in each area.
