Minutes of Previous Meeting

The minutes of the previous meeting of 21 June having been circulated were passed as a true record of events.

Cllr Dixon had received information from SBC Roads office Gary Haldane that as a result of recent monitoring, 168 vehicles/week travelled through Hownam with 85% of them travelling at a speed below the criteria which would justify a 30mph zone. Cllr Dixon noted that there were problems with vehicles at the corner at the W end of the village.

The section of road around Corbet Tower was being assessed for a warning sign in view of its use by St Cuthbert’s Way walkers.

An application to SBC’s Community Grant Scheme in support of the Morebattle Interpretation Board is now ready. Treasurer noted that £300 contribution from Vattenfall had been received into the General Account. Chair noted that neither planning permission nor a building warrant was required. Permission had been granted by the Village Institute to locate the board on institute ground.

Chair noted that planning application 11/00430/FUL Erection of dwelling house and storage building and formation of access, land South East of Mainsfield Avenue, Morebattle which had been rejected was subject to appeal.

11/00762/PPP Erection of two dwellinghouses, Land North Of Hownam Schoolhouse, Hownam.

Cllr Aitchison noted that there was clear local knowledge of the site flooding despite the application’s Flood Risk Assessment stating that there were no historical records of flooding. Agreed that there was no objection to the houses but there had been 3 flooding events since 2008. Also agreed that there would be visual impact.

  • Secretary noted that the Awards for All application for the Community Action Plan had been submitted.
  • Cllr Cessford noted that the Floral Gateway visit had taken place that day with Morebattle in the competition for ‘Champion of Champions’.
  • Secretary noted that SBC Community Engagement Officer Clare Malster had accepted the unapproved minutes of the 2011 AGM and that the community council’s grant would be forthcoming.
  • Chair and all present thanked the Hownam community councillors and community members for their invitation to their village hall and their welcome hospitality of tea, coffee and home-made cakes.
