Minutes of Previous Meeting The minutes of the previous meeting of 21 October having been circulated were passed as a true record of events. Proposed: Cllr Pedersen; Seconded: Cllr Mabon. |

Matters Arising from 21 October Actions Defibrillators Cllr Hall reported that two locations have been agreed in Morebattle and Linton with Hownam due to decide on 18 November and Cessford TBA. Treasurer to order defibrillator boxes at approx. £250/unit. Training for users will be arranged in due course. |

Trysting tree pruning costs No contact from festival committees. SBC Cllr Mountford will see the Kelso representative soon and raise the issue. |

Vodafone Rural Sure Signal Programme Chair reported that an application required 5 locations with owner permissions and a good broadband signal and that this was onerous compared to alternative arrangements such as a personal Sure Signal unit. Cllr McEwan to speak to Michael Moore MP re. local broadband issues. |

Christmas Lights Chair is organising an electrician to check the lights before their installation. |

Morebattle Noticeboard Cllr Pedersen noted that the acrylic cover might need replacing if the original supplier could be found. Secretary would look through old minutes for details. |

Post Office Outreach Service Cllr Hall had a response from Post Office and that the faulty equipment had been replaced. |

Motion to accept Scottish Borders Community Council Scheme 2014 Secretary read out the changes to the original scheme and the motion was agreed unanimously. |

New Bus Shelters, Kelso Chair reported that the promised waiting room had not appeared and that there was a lack of cover in poor weather as the canopy was too high. The shelters were also being used by smokers from adjacent pubs as there was no signage. SBC Cllr Mountford would pass on comments to relevant Council officer. |

Proposal to Elect Co-opted Member Neil Thomson, Caverton Mill Farm, Morebattle, Kelso TD5 8EE Elector Number: 8H 16. Proposed: Matilda Hall, Seconded: Richard Pedersen Neil introduced himself and the proposal to co-opt him to the community council was agreed by all present. The chair welcomed Neil to the community council. Secretary to email relevant community council documents. |

Cllr Hall noted that the public bench at the village shop was in need of maintenance but that it was a task for the Spring. |

Cllr Hall had recently spoken to the Paxton rep for Community Resilience and would put them in contact with Cllr Pedersen. |

SBC Cllr Mountford briefed the meeting on Scottish Borders Council’s move to create a Trust for its Community Services (Museums & Galleries, Libraries, Arts Development, Halls). A decision would be made in 2015. |

There would be carols around the Christmas tree in Morebattle on 7 December to mark the lighting-up and separately, the Roxburgh singers would be performing at Morebattle church. |
